I deleting your software from 3ds max the toolbar is still there.
I already tried to reset UI, delete the specific toolbar but no luck.
The only solution is to hide it.

Is there anything I could do to delete it permanently?

Did you do the last step and delete the toolbar from inside the customise menu?

All toolbars are saved in the 3dsmax UI config file, this is why we have stopped installing them.
